The rebels : Those who schemed and caught fish .

The preachers : Those who forbade the rebels from doing what they did, fearing the punishment of Allah .

The silent : Those who said to the preachers : Why do you advise a people whom Allah will destroy? As if they had despaired of reform .

. The Almighty said:

" And when a group among them said, “Why do you preach to a people whom Allah is about to destroy or punish with a severe punishment?” They said, “An excuse before your Lord, and perhaps they will fear Allah.”"
(Al-A'raf: 164)
