Do and tips: use keyword "luisap", the keyword "anime" kinda helps the effect, if the effect is not showing, is because your prompt is kinda complex, but you can bring back with "glitch" keyword, the lora in 0.8 strength can give you more "creativity", put everthing related of city in negative if you don't like the "city look"
