Use sgpeacock to summon her, use short hair, sharp teeth to form her head, use (mechanical arms:1.2), bow, hat, dress to get her default dress, you may need to adjust weight in mechanical arms's weight and hope for the best that her arms don't break apart.

She's probably impossible to train, her arms are something else.
