[PD, Failure] Bill (I'm Just a Bill)

I have no idea what went wrong here, but this just doesn't work for some reason. The Illustrious version works very well, but this one is strange. If you're an American, you can help make sure Fair Access to Banking Act (currently S.401 and H.R.497) doesn't fail and instead protects companies (including Civitai) from random payment processor demands by calling your legislators to support the bill.
