Bill is based on the Eye of Providence, possessing an "exoskeleton" (which covers him on the outside), with the appearance of a fluorescent yellow triangle, he has a large eye similar to that of a feline and with eyelashes, at the bottom of His head has brick-like features. It moves by floating and rarely uses its feet. He has black legs and hands, a black top hat and a bow tie. He also has a cane (which he almost never uses). Seen in the chapter "Dream Escape".
